झांसी। गेहूं क्रय केंद्र पर यदि सोशल डिस्टेंसी का पालन नहीं किया जाता है, तो केंद्र बंद कर दिया जाएगा। गेहूं खरीद में टोकन सिस्टम का कड़ाई से पालन किया जाए। केंद्र पर किसी भी तरह भीड़-भाड़ वाला माहौल न होने पाए। किसान का भुगतान तत्काल किया जाना सुनिश्चित हो। किसान के उत्पीड़न पर केंद्र प्रभारी के खिलाफ सुसंगत कार्रवाई सुनिश्चित की जाएगी। यदि न्यूनतम समर्थन मूल्य 1925 रुपए प्रति कुंटल से कम में केंद्र पर गेहूं खरीद की जाती है तो कार्रवाई की जाएगी। यह निर्देश जिलाधिकारी आन्द्रा वामसी ने विकास भवन सभागार में 15 अप्रैल 2020 से प्रारंभ होने वाली गेहूं खरीद की तैयारियों की समीक्षा करते हुए उपस्थित अधिकारियों एवं केंद्र प्रभारियों को दिए।
जिलाधिकारी ने कहा कि जिन किसानों ने अपना पंजीकरण कराया है। उनका गेहूं पहले क्रय किया जाएगा। केंद्र पर सारी व्यवस्थाएं सुनिश्चित कर लें, साथ ही गेहूं के भंडारण की व्यवस्था को भी पूर्व से देख लिया जाए। केंद्र पर गेहूं अधिक मात्रा में ना रखें। जनपद में 73 गेहूं क्रय केंद्र है, सभी पर सोशल डिस्टेंसी का पालन हो। कर्मचारी मास्क लगाए तथा जो किसान हो, वह भी मास्क लगाएं या गमछा /तोलिया से मुंह को ढके। जिलाधिकारी ने समस्त एसडीएम से कहा कि अपने परगना के सभी केंद्रों का भ्रमण कर ले और केंद्र पर बांट-माप, तौल मशीन, पेयजल व्यवस्था तथा छांव, बैठने की व्यवस्था को भी सुनिश्चित कर लें। उन्होंने कहा कि प्रत्येक पांच क्रय केंद्र पर एक इंचार्ज की तैनाती की जा रही है, जो लगातार खरीद पर नजर बनाए रखेगा। उन्होंने बताया कि गेहूं खरीद टोकन सिस्टम से ही की जाएगी। किसान द्वारा पंजीकरण कराए जाने के बाद लखनऊ मुख्यालय से किसान के पास एसएमएस आएगा। एसएमएस में दिये लिंक पर क्लिक करते हुए केंद्र प्रभारी का नाम व मोबाइल नंबर प्राप्त हो जाएगा। मोबाइल पर बात करते हुए ऑनलाइन टोकन किसान को मिल जाएगा। टोकन द्वारा किसान क्रय केंद्र पर जाकर अपनी फसल बेच सकेगा। गेहूं क्रय तैयारियों की समीक्षा बैठक में जिला खाद्य विपणन अधिकारी अनूप कुमार सिंह ने बताया कि जनपद का 94 हजार मैट्रिक टन गेहूं खरीद का लक्ष्य निर्धारित है। इसकी सभी तैयारियां पूर्ण कर ली गई है। जनपद में 73 गेहूं क्रय केंद्र बनाए गए हैं। झांसी तहसील में 13, तहसील मोठ में 17, तहसील गरौठा में 20, तहसील टहरौली में 5 तथा तहसील मऊरानीपुर में 18 गेहूं क्रय केंद्र बनाए गए हैं। जनपद में गेहूं क्रय केंद्र निम्न एजेंसियों के हैं खाद्य विभाग के 8 केंद्र हैं। पीसीएफ के 49 केंद्र है, नेफेड के 5 केंद्र हैं, कर्मचारी कल्याण निगम के 2, पीसीयू के 7 और एफसीआई के 2 केंद्र जनपद में बनाए गए हैं। उन्होंने बताया कि अब तक 147184 किसानों को एसएमएस के माध्यम से गेहूं खरीद के टोकन की सूचना दी गई तथा विभिन्न प्रचार प्रसार के माध्यम से गेहूं खरीद के टोकन की जानकारी किसानों को दी जा चुकी है। उन्होंने कहा की समस्त केंद्र प्रभारी अपने केंद्र पर साबुन और पानी की व्यवस्था अवश्य सुनिश्चित करें। इसके साथ ही सोशल डिस्टेंस बनाए रखने के लिए चूने से दूरियां बनाते हुए घेरा बनाएं, ताकि किसान दूरी बनाते हुए केंद्र पर खड़े होकर सोशल डिस्टेंसी का पालन कर सकें। पीएमएसएस के माध्यम से किसान को भुगतान सीधे खाते में भेजा जाएगा। जिला खाद्य विपणन अधिकारी ने बताया कि गेहूं क्रय केंद्रों पर यदि किसी भी व्यक्ति द्वारा सोशल डिस्टेंसिंग का पालन नहीं किया जाएगा, तो उनके विरुद्ध धारा 188 के अंतर्गत कठोर कार्रवाई तत्काल सुनिश्चित की जाएगी। उन्होंने कहा कि यदि कोई समस्या है तो जनपद के कंट्रोल रूम नंबर 8418996745 पर फोन कर निस्तारण कर सकते हैं। इस मौके पर एसएसपी डी प्रदीप कुमार, नगर आयुक्त मनोज कुमार सिंह, मुख्य विकास अधिकारी निखिल टीकाराम फुंडे, एडीएम राम अक्षयवर चौहान, एसपीआरए राहुल मिठास, सीएमओ डा गजेंद्र कुमार निगम, एसडीएम सदर संजीव कुमार मौर्य, कर्मचारी कल्याण निगम डा वाहिद खान सहित समस्त एसडीएम, अधिकारी व केंद्र प्रभारी उपस्थित रहे।
